Cash back, frequent-flier miles, gift certificates: more than 55% of all credit-card offers have some type of reward attached to them, according to the latest survey by Mintel's Comperemedia, a company that monitors direct-mail solicitations nationwide. Needless to say, the rewards can be great. Every time you use your Chase Disney card, for example, 1% of your purchases goes into an account you can use to pay for trips to Disneyland and Disney World. You get a check for $25 every time you spend $2,500 on your Chase Free Cash Rewards card. Signing up for a rewards program seems like a no-brainer. After all, it's a free perk, right? .

Credit card dispute has Neiman's, HSBC in court
When HSBC Retail Services paid $640 million in 2005 for Neiman Marcus and Bergdorf Goodman's credit card customer accounts, it believed it was buying a lucrative portfolio. That assumption isn't panning out, and now HSBC and the department stores are in the courthouse. The Neiman Marcus Group, which also owns Bergdorf Goodman, has sued HSBC Bank Nevada for breach of contract after the bank threatened to stop opening new accounts and to cancel 192,000 accounts that represent potential sales of $500 million over the next two years. The dispute centers on HSBC wanting to increase charges and interest rates on customers to make up for estimated losses of $8.5 million over the next three years. TJX Profit Jumps 47 Pct on Cost Controls
While the economic downturn has hurt consumer spending, TJX and other discount chains have generally fared better than mall-based retailers as shoppers increasingly seek bargain prices. TJX's top executive told analysts on a conference call that the company's 2007 profit margin was the strongest in six years, excluding costs from the data breach. "We believe our strong execution would have led to even stronger results in a more robust environment," said Carol Meyrowitz, president and chief executive of TJX, which buys other retailers' excess merchandise at below-wholesale prices. TJX recorded the 2 cents-per-share gain after reducing its legal reserve for the computer hack by $19 million. The company cited insurance payments it has received to help cover costs, and a reduction in estimated fees after TJX recently resolved some disputes and litigation.

Those are just a few of the new laws that took effect today. The Legislature passed 964 bills last year. Gov. Schwarzenegger signed 750 into law and vetoed 214, according to the Senate Office of Research. But analysts say the year's legislative session, overshadowed by wrangling over budget issues, resulted in few new laws that will make a major difference to average Californians. In fact, two of the more significant laws that take effect in 2008 -- an increase in the minimum wage and a ban on using hand-held wireless phones while driving -- were passed not this year, but in 2006.
